Director of Samarkand branch of Tashkent State University of Economics, professor O. Mutazayev, organized a lecture on "Means of formation and development of clusters".
In order to increase the academic activity of the heads of higher education institutions, on October 18 of this year, the director of the Samarkand branch of the Tashkent State University of Economics met with students based on the schedule determined in paragraph 12 of the decision of the meeting of the Cabinet of Ministers of the Republic of Uzbekistan No. 39 dated April 27, 2023 gave them a lecture to students on the topic "Means of formation and development of clusters".
Clustering of the national economy occurs in many developed and developing countries of the world, since the cluster approach of economic development, which is considered a new management technology during the lesson, serves to increase the national competitiveness not only of a certain region or sector, but also of the entire country. In general, an economic cluster is a mutual cooperation of geographically close and specialized sectors (production sector, science sector, management sector (local authorities) and complementary sector (banking, insurance, logistics, associations) and competition, it is possible to understand the system of socio-economic relations, and the cluster approach to the development of the national economy is implemented in the form of a cluster policy. It is considered one of the important directions of development of regional and national economy due to the fact that it helps to spread innovations and create important local external factors through installation.
In the analysis of the cluster policy, several additional issues related to the operation of the cluster are also considered:
1. Indicators indicating the effectiveness of the cluster organization and management system include the intensity and efficiency of the system, the level of participation in the cluster, the goals of the cluster participants, the budget of the management apparatus and the number of management employees, the level of institutionalization of the cluster, the purpose of the cluster, etc.;
2. Results of the cluster activity - the number of participants engaged in ITTKI, the volume of expenses spent on ITTKI, the level of research funding, the share of international research, the number of HEIs within the cluster and their participation in the cluster, the last
Indicators such as the number of companies that have introduced new goods or services in 3 years, the volume of foreign investments, and the degree of export orientation are analyzed.
Also, a number of questions were answered during the lesson, which was conducted in the style of open dialogue with students.
