Akhmedov, the chief specialist of the anti-corruption "Compliance control" department, gave a lecture to groups IQ-122-222-322 (Economy, industries and sectors) - "Mechanisms of the fight against corruption" an open lesson was held on the subject.
The open lesson continued with the following points.
World experience in the fight against corruption, priorities of the state policy in the fight against corruption, the role of public control in the fight against corruption, and the country that successfully fought against this evil were discussed. In particular, the experience of Singapore. The main task of Singapore in the fight against corruption is the Anti-Corruption Bureau of Investigation, an independent body that is active in the fight against corruption. In carrying out its mission, the Bureau shall:
- conducts studies on prevention of corruption in the public and private sector;
- investigates cases of abuse of office by government officials and informs the responsible bodies;
- examines the working style of state bodies in order to identify deficiencies in management, if there are gaps in this system that lead to corruption or abuse of office, immediately advises the heads of this department to take measures. Also, Singapore puts forward "elimination of circumstances that encourage people to corruption" as the main idea in fighting this evil. There are several principles to implement such an idea:
- unifying the salary of people working in the public sector with the average monthly salary of people working in the private sector;
- monitor and check the annual report on any property and income of officials;
- ensuring the moral superiority of officials working in high positions;
- elimination of administrative obstacles arising in economic development.
The open lesson process, which took place in the spirit of the above-based experiments and questions, was organized equally usefully for everyone.
