The Decree of the President of the Republic of Uzbekistan No. PF-5847 of October 8, 2019 "On Approving the Concept of Development of the Higher Education System of the Republic of Uzbekistan until 2030" and the Decree of the Cabinet of Ministers of September 9, 2021 "In the Republic Decision No. 563 "On measures to increase the level of accommodation for students in higher education institutions" stipulates the acceleration of the development of the material and technical base of higher education institutions and the establishment of student residences on the basis of public-private partnership.

In order to meet the growing needs of higher education institutions in a timely manner, the decree and decision envisage attracting private investments in the construction of infrastructure facilities and the organization of their use.

Private entrepreneur "D7X7Sh" LLC submitted an initiative proposal, including a project concept, to the Samarkand branch of the Tashkent State University of Economics. In this project, it is planned to build and organize the activities of a student accommodation building for 400 places on a land area (0.3 hectares) in Samarkand region, Samarkand city, Professorlar street, 51, Samarkand branch of Tashkent State University of Economics.

According to the Law of the Republic of Uzbekistan "On Public-Private Partnership" of May 10, 2019 No. O'RQ-537 and the Cabinet of Ministers of the Republic of Uzbekistan "Improving the Procedure for the Implementation of Public-Private Partnership Projects" on" in accordance with the decision No. 259 of April 26, 2020, the concept of this project was approved by the Samarkand branch of the Tashkent State University of Economics on December 30, 2022.

It is planned to provide students of the Samarkand branch of the Tashkent State University of Economics with modern comfortable accommodation.
